Plano voters rejected Proposition A on election night, denying the Dallas Stars the public financing required for their proposed arena. The measure failed to secure the necessary votes, leaving the team without the specific debt structure it had pitched to the community. The result forces the franchise to find alternative funding sources within a narrow window to avoid being locked into its current lease.

City officials in Plano stated they will reassess financial options and present new proposals to the City Council. The immediate question is whether the development can proceed without the public money voters turned down. The city has not yet outlined specific alternative financing models, but the rejection of Proposition A removes the primary vehicle for the project's public component.

Dallas City Council members are moving to fill the gap left by Plano's vote. Council members Bazaldua and Blackmon issued a statement saying their city is ready to negotiate to keep the hockey team within Dallas city limits. They argued that Dallas is the team's namesake and the appropriate location for the franchise. This positions the city as the next potential partner in the project's financing.

Steven Haynes, an associate professor of finance and managerial economics at UT Dallas, noted that the election results reflect voter hesitation to assume financial risk for a private organization. He explained that the Stars have several financial instruments available, including private investors or a scaled-back development. However, he warned that the team has only a couple of weeks to make a decision before facing a long-term lease at its existing location.

Plano Mayor John Muns said the city remains committed to thoughtful reinvestment and responsible stewardship of taxpayer dollars. The Dallas Stars released a statement expressing disappointment in the vote while maintaining confidence in the long-term vision for a city-owned arena. The team said it looks forward to continuing its partnership with Plano as the city pursues a project finance zone to be created by the Texas legislature.

Karen Dubrow, chair of the Stop the Stars Arena PAC, described the rejection of Proposition A as a victory for residents opposed to using public money for the project. She noted that the opposition group was outspent by over $1 million but still secured the win. Dubrow emphasized that the campaign focused on who should bear the cost of the arena rather than on keeping the team out of the area.

Dubrow stated that the opposition centered on the 41-year commitment of public funds for an unproven financial return. She said the group is keeping its campaign signs in storage in case another issue arises. The signs can be modified to address future proposals, indicating that the political fight over the arena's financing may continue even after the initial vote.

The Stars organization remains committed to advancing the project, which it says will create jobs and attract new visitors. The team expects the Plano project finance zone to provide a framework for future economic benefits. For now, the franchise must secure private capital or reach a new agreement with Dallas before the deadline expires.
