Sarah Eckhardt will use the Texas Comptroller's Office auditing powers to examine the state's private school voucher program, a role that shifts fiscal oversight of a $1 billion initiative to a Democrat for the first time since 1999.

Eckhardt defeated appointed Republican incumbent Don Huffines by approximately six percentage points in the race for the state's chief financial office. The victory marks the first statewide executive win for Texas Democrats in over twenty-five years. Huffines will serve out his term until early January, with Eckhardt scheduled to be sworn in before the regular legislative session begins in mid-January.

The Education Freedom Accounts program redirects taxpayer dollars into individual accounts for eligible families. These funds cover private school tuition, approved homeschooling programs, and instructional therapies. Lawmakers structured the initial rollout to prioritize lower-income households and students receiving special education services to manage demand within the $1 billion budget allocation.

In the Greater Houston area, more than 3,000 students residing within Houston Independent School District boundaries currently hold funded accounts under the program for the 2026-2027 school year. Because state funding formulas track average daily attendance, each account awarded within HISD's attendance zone reduces the operational funding available to local public schools.

Eckhardt described the program as a state subsidy for a private industry that did not require it. She stated that most parents using the vouchers already had children in private schools, meaning the state was subsidizing an existing situation or incentivizing a market that may not serve children well.

The Comptroller serves as the state's chief auditor and financial gatekeeper. While the Legislature holds the power to expand, amend, or repeal the voucher program, Eckhardt pledged to monitor whether program vendors and participating private schools comply with state guidelines. Her office will also verify if funds are reaching the intended low-income recipients.

Eckhardt's first major constitutional duty will be releasing the official Biennial Revenue Estimate. This document dictates the strict spending ceiling under which lawmakers must craft the next two-year state budget. Her financial forecasts and agency audits of the voucher rollout will inform how lawmakers evaluate, fund, or overhaul the program.

The transition in the Comptroller's office will influence how state revenue is estimated and how fiscal accountability is enforced across the state's educational funding systems. The new leadership will manage the agency responsible for balancing the state's checkbook and overseeing fiscal policy.
